Pennsylvania REAL ID Driver's License
PennDOT issues federally-compliant REAL ID driver’s licenses in addition to non-compliant licenses. As of October 1, 2020, only the REAL ID will function as federal identification for domestic travel and entry into federal and military buildings—a standard license will not after this date.

You have 60 days to get a Pennsylvania driver's license once you become a resident.
To apply for a driver's license, visit a PennDOT driver's license center in person and:
- Submit a completed Application for Pennsylvania Non-Commercial Driver's License by Out-of-State Non CDL Driver (Form DL-180R).
- Pass the vision screening test.
- Surrender your out-of-state driver's license, still valid or expired within the last 6 months.
- Pay the driver's license fee for:
- $30.50 for 4 years.
- $20 for 2 years (this is an option if you are 65 years old or older).
- Show your Social Security card.
- Present proof of your identification, such as your:
- Birth certificate with a raised seal.
- Valid U.S. passport.
- Certificate of U.S. citizenship.
- Submit 2 documents proving your PA residency, such as a:
- Current utility bill.
- Lease agreement or mortgage document.
- W-2 form.

Types of Pennsylvania Driver's Licenses
- Class A--Allows you to operate vehicle combinations weighing 26,001 lbs or more.
- Class B--Allows you to operate a single vehicle weighing 26,001 lbs or more.
- Class C--Allows you to operate a vehicle that do not meet Class A or B qualifications, a motor-driven cycle with a maximum engine size of 50 ccs, or an enclosed 3-wheeled motorcycle.

New Pennsylvania driver's licenses are valid for:
- 4 years.
OR - 2 yearsIF you're 65 years old and older.

New Driver's License Eligibility in PA
To be eligible for a regular Class C driver's license with no restrictions, you must:
- Be at least 18 years old.
- Have a PA learner's permit.
- Pass a driving test.

Pennsylvania Learner's Permit
Before being eligible for your new Pennsylvania driver's license, you will first need a learner's permit IF:
- You have never held a driver's license.
OR - You have an out-of-state driver's license that has been expired for more than 6 months.
Your learner's permit will allow you to learn to drive while accompanied by a licensed driver. You cannot drive unaccompanied.
Apply for a Learner's Permit
You must apply in person at a PennDOT office. You will need to provide:
- A completed Non-Commercial Learner's Permit Application (Form DL-180).
- You will need to have a medical examination completed and documented on the form.
- Payment for the:
- $35.50 permit fee plus driver's license fee, valid for 4 years.
OR - $25 permit fee plus new driver's license fee, valid for 2 years.
- Optional if you're 65 years old or older only.
- $35.50 permit fee plus driver's license fee, valid for 4 years.
- Your Social Security card.
- 1 document proving your identity and lawful status in the U.S.; for example:
- Your birth certificate (must have a raised seal).
- Your unexpired U.S. passport.
- Your U.S. citizenship certificate.
- If you are a non-citizen, see PennDOT's list of acceptable documents.
- 2 documents showing proof of PA residency, which may include your:
- Recent utility bill.
- Mortgage document or lease agreement.
- Tax document, such as a W-2 form.

At the PennDOT branch, you will need to pass a:
- Vision screening.
- Written knowledge exam.
Your Pennsylvania learner's permit will be valid for 1 year.

Apply for a New Pennsylvania Driver's License
When you are ready to take the road skills test for your Pennsylvania driver's license, first schedule your test either:
- Online through PennDOT's website.
OR - By calling at (800) 423-5542.
Bring the following with you to the PennDOT office:
- Your learner's permit.
- The valid driver's license of your accompanying driver.
- The registration of the vehicle you'll use during the test.
- Proof of car insurance for the vehicle you'll use during the test.
If you take your exam through a third-party administrator, you may be eligible to pre-verify your documents online to get a REAL ID driver's license. Visit the pre-verification portal to confirm whether you are eligible; if so, you can apply for a REAL ID driver's license online as well.
Your new Pennsylvania driver's license will be valid for 4 years.
If you're 65 years old or older, you will have the option of a new driver's license valid for just 2 years. The duration of your driver's license will depend on how much you paid when you obtained your learner's permit.

Every 4 years, your PA driver's license will need to be renewed. If you are 65 years old or older, you have the option to renew every 2 years.

It is illegal to drive on an expired driver's license in Pennsylvania. PennDOT allows you to renew your license without having to restart the driver's licensing process if it has been expired for less than 6 months.

Upgrading to a REAL ID upon renewal?
If you applied for your current license AFTER 2003, you may likely already have the right documents on file with PennDOT to apply for a REAL ID online. Go through the online Pre-Verification System to find out if you're eligible, and if you are, visit the online REAL ID application portal to get started.

The Pennsylvania DOT will mail your renewal notice called the “Invitation to Renew' (Form DL60A/DL60R) approximately 3 months before your PA driver's license expires.

You must meet all of the following criteria in order to renew your PA non-commercial driver's license online:
- You do not have an out-of-state address listed on your driver's license.

By Mail
To renew by mail, follow these steps:
- Make sure you received your 'Invitation to Renew' (Form DL60A/DL60R) OR complete a Non-Commercial Driver's License Application For Renewal (Form DL-143).
- Return the completed application with payment for the amount instructed to the address listed on the form. Within 7 to 10 working days, you should receive a camera card from PennDOT.
- Take the card and accepted identification to a state photo center to receive your new digitized driver's license.
Issuing Authority On Drivers License
In Person
To renew your PA driver's license in person, you'll need to visit your local on-line messenger center (OLM) and:
- Provide your 'Invitation to Renew' (Form DL60A/DL60R) OR complete the Non-Commercial Driver's License Application For Renewal (Form DL-143).
- Have your photograph taken.
- Show your Social Security card.
- Present proof of identification (i.e., PA driver's license, ID card, passport).
- If you'd like to upgrade to a REAL ID, make sure to bring all the required compliance documents.
- Submit payment for the driver's license renewal fee.

Out-of-State PA Residents & Military
Notice for Military Members Stationed in Germany If you are currently stationed in Germany, please be aware that some states require you to have a valid U.S. driver's license in addition to your USAREUR license. Read our article for more information.
For active duty service members, your driver's license will stay valid during your absences from the state, AND for 45 daysafter you return to Pennsylvania or are discharged from the military.

Mail everything to the address listed on the forms.
Military Status Endorsement Card
While not required, military personnel and their dependents can opt to apply for a Military Status Endorsement Card, which ensures that your driving record remains valid in PennDOT's system during an extended absence from the state.
To apply for this card:
- Complete a Military Status Endorsement Card Application for Pennsylvania Driver's License (Form DL-176).
- Provide EITHER:
- A copy of your military ID.
OR - A letter from your commanding officer on his or her letterhead.
- A copy of your military ID.
Send the above to the address on the form.
Fees to Renew Your PA Driver's License
The cost for renewing your PA driver's license and the renewal period will depend on your age:
- Under 65 years old: $30.50, valid for 4 years.
- 65 years old and older: $20, valid for 2 years.
The fees will be higher if you have a motorcycle endorsement.
